In the coming weeks, negotiations will begin with the 44 Balaton-side settlements individually about the new waterfront plans, said Zsolt Füleki, the Deputy Secretary of State for Architecture and Construction at the Prime Minister's Office on Friday in Siófok, at the meeting of the Balaton Development Council (BFT).
He pointed out that according to the new regional planning law - on the basis of which local plans are drawn up - the level of protection of Lake Balaton cannot change, nor can acquired rights and property rights change. He added that, compared to the possibilities, the primary concern is to ensure the accessibility of Lake Balaton and to "keep the coastal areas green".
The deputy state secretary reminded that the first-level construction authorities everywhere will be transferred to government offices on March 1.
After that, a Balaton chief architect may be appointed, he indicated.
At the BFT meeting, the Balaton Priority Regional Climate Strategy was unanimously adopted. Gábor Molnár, the director of the work organization of the BFT, explained: the purpose of this is to summarize and define the measures, based on the National Climate Change Strategy and the county climate strategies, which promote the active role of the Balaton region in the field of reducing climate change and adapting to it.
István Bóka, the president of the BFT, said that for many years, HUF 220 million development resources are available to the council, from which popular tenders that take into account local needs are called. He reported that he had turned to the competent minister to raise the limit. Among the president's proposals was that local governments and mayors should be given greater say in the matter of advertising placements and the regulation of townscapes.
At the meeting, the long-term development concept (2014-2030) of the Balaton Priority Area was amended, which was necessary due to the changed circumstances over the past years.
According to the amendment, adaptation to climate change, increasing population retention capacity, and alleviating socio-economic inequalities within the region appear more prominently in the concept than before.
Social consultation of the amendment plans will begin soon.
At the meeting, Zsolt Németh, vice-president of the Cycling Hungary Association, spoke about how the road and service improvements implemented on the Balaton cycle route are not sufficient. "From a tourist point of view, it is incomprehensible that Lake Balaton cannot be cycled around at the moment, while cycling tourism plays a decisive role in making the Balaton season eight months long," he said. According to their estimates, about HUF 8 billion would be needed to replace the missing developments.
